Career Purpose
The Deputy Library Director is a professional position providing general administration, management and operational oversight of the Lawton Public Library, serving as second in leadership within the Library. This position oversees Circulation and Reference areas of the Library. Acts in lieu of Library Director when assigned. Job duties include the formulation of policies and procedures, planning, organizing, budgeting, employee management, directing and coordinating all activities of the Library system while observing all applicable department, city, state, and federal policies, rules and/or regulations. This position requires a considerable degree of contact with the general public, public officials and civic groups both internal and external. Flexible schedule (Saturday, evening and day shifts) is necessary.

ESSENTIAL FUNCTIONS OF POSITION:

  • Organizes, directs, and promotes a variety of diverse activities of the Library Department to include but not limited to hiring, staffing, developing, leading library personnel and managing its assets/inventory.
  • Assists Library Director in planning and establishing operating policies and procedures.
  • Responsible for setting realistic program goals, the conservative allocation of existing and/or needed resources, and producing sound solutions for program concerns and other complex social dilemmas.
  • Assists in department budget preparation for initial submission and assists in budget administration after adoption.
  • Responsible for identifying funding opportunities (i.e. grants, entitlements, stipends, donations, etc.) external to the city government including private, county, state and federal funding resources.
  • Keeps necessary records and makes required reports and cost estimates.
  • Monitors all financial control systems within the library.
  • Responsible for personnel staffing to include conducting interviews, selecting qualified individuals, conducting performance evaluation, and administering training and discipline as necessary.
  • Conducts regular staff meetings to promote the efficient and responsive operations of the department.
  • Provides supervision related to the continuous monitoring of maintenance, repair, and remodeling insuring the proper form, function and safety characteristics within all library facilities.
  • Directly responsible for the promotion of the Library and its associated program and service offerings within the service area.
  • Maintains good rapport with local media outlets in order to promote the Library and its services through public service announcements, speaking engagements, brochures, newsletters, etc.
  • Serves on various City committees and State Library committees as requested; subject to availability.
  • Provisions for and/or creates new library events which target certain socio-demographic population classes who will receive the greatest benefit from library program and service offerings.
  • Serves as an ambassador for the City by actively promoting the library through a variety of speaking engagements, role modeling throughout the community at various events, educating the general public on the availability of library resources and activities, and mentoring City staff in their job duties as well as fostering productive public service values.
  • Coordinates events with other local government and community entities and/agencies.
  • Serves as a public relations agent for the library and mitigates any citizen complaints as they may arise.
  • Conducts studies and does research and analysis of reader interests and community library needs.
  • Attends various seminars, conferences, workshops and reads various journals and professional publications to keep current on latest library materials and library technology.

  • Strong computer knowledge including web 2.0 and troubleshooting, online reference resources, and database management software.

Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

  • Five (5) years Library experience in which two (2) years must have been attained in a public library setting. A record of progressive responsibility must have been established in an administrative or supervisory capacity.

Training:

  • Graduation from an ALA accredited college or university with an MLS degree (MLIS not required)

License or Certification:

  • Possession of, or ability to obtain, an appropriate valid Oklahoma Driver's License.

SUPERVISION:
The Deputy Director supervises various employees throughout the Library and reports directly to the Library Director.
