JOB SUMMARY
Performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. This position directs the activities of the Texas State Library and Archives Commission’s talking book library division. The division is responsible for providing free library services to Texans who because of a visual, physical, and/or learning disability are unable to read standard print. The division circulates books and magazines in alternative formats (digital cartridge, Braille, and large print), makes long term loans of special playback equipment and adaptive technology, provides access to download services via the Internet, and provides reference and referral services to clients and other service providers. The director works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS

  • Directs a state library service division, in partnership with a division of the Library of Congress, serving a special- needs population with reading disabilities.
  • Acts as the regional librarian within the network of cooperating libraries for the National Library Service for the Blind and Physically Handicapped (NLS).
  • Plans and manages daily operations to achieve annual service objectives.
  • Identifies and evaluates services required by customers and client organizations.
  • Prepares and implements the divisional budget.
  • Establishes division strategic goals that support overall agency business strategy and agency strategic plan.
  • Maintains facilities and property.
  • Researches, writes, and/or prepares materials for publication.
  • Monitors and reports changes in federal or state law, policy, or procedures.
  • Represents the Program to the public, to organizations and to elected officials.
  • Attends work regularly in accordance with agency leave and attendance policies.
  • Complies with all applicable agency policies and procedures, including safety, standards of conduct, and dress code.

MINIMUM QUALIFICATIONS

  • Master's degree in Library or Information Science from an American Library Association-accredited program.
  • Three years successful professional experience in library or information services
  • Three years of successful management experience, including supervision of staff
  • Ability to analyze data, to formulate conclusions, and to write reports.
  • Ability to speak before groups and testify before elected or appointed officials.
  • Ability to conduct planning or business meetings.
  • Ability to work well with individuals and organizations.

PREFERRED QUALIFICATIONS

  • Experience working in an NLS network library.
  • Experience providing service to customers who are in remote locations.
  • Experience working with copyrighted materials and awareness of copyright law.
  • Experience or college courses in public/business administration, workflow analysis, planning, systems analysis,
  • Experience providing service to customers with special needs.
  • Experience in accounting, budgeting, personnel management, or in the application or design of automated information management systems to library, archival, records management, or business problems.

OTHER QUALIFICATIONS

  • Complete college transcripts must be submitted with application.
  • Portfolio of analytical reports and writing samples indicative of this position must be submitted.
  • Applicants selected for interview will be asked to make a short presentation.
  • Occasional overnight and out-of-state travel may be required.
  • Overtime, evening work, and weekend work may be required, with ability to accrue compensatory time.
  • Successful candidate must undergo criminal background check.

SUPERVISION

  • Reports to the State Librarian.
  • Supervises a staff of approximately 44.5 FTE, as well as volunteers.
